This work considers the strategic importance of investment in school infrastructure in the Central Department, financed through the National Fund for Public Investment and Development (FONACIDE). The improvement of the educational infrastructure guarantees environment for the pedagogical development of the students and to ensure the capacity of the system to absorb and retain the greatest number of children and youth. In Paraguay, initial and secondary
education is a right, it is completely free, and obligatory in public schools, it is a citizen right and, as such, a social asset of essential value for people. However, it is deficient, and it is due to many factors, such as poor teacher training, poor infrastructure and poor distribution of spending for education. These factors have affected the level of student learning, which has manifested itself through the low level of schooling and dropout. Despite these inconveniences,
the government has been making great efforts to improve education through the incorporation of education policies, seeking to solve the problematic aspects of educational management, quality of learning, enrollment and retention, infrastructure and financial resources available. According to the results of the analysis, the investment in infrastructure in the education sector implies an improvement in student learning.
