The research analyzed the level of financial inclusion of micro, small and medium-sized enterprises (MSMEs) in Asunción during 2025. Although this sector represents more than 98% of productive units in Paraguay, structural barriers persist that limit access to formal financial services. The study aimed to determine the degree of access to and use of financial services, identify the main barriers and evaluate the financial education of entrepreneurs. A quantitative, descriptive and non-experimental design was applied, surveying 30 formally registered MSMEs. The findings revealed that financial inclusion is partial and fragmented: high access to basic services such as savings accounts, but limited use of credit and insurance. The main barriers identified were bureaucratic requirements, high costs, lack of credit history, and mistrust. Respondents, mostly with a college education, showed strong financial knowledge, suggesting that the main challenges are structural rather than cognitive. The study concludes that financial inclusion remains nominal rather than effective, and that public policies should focus on reducing costs, easing requirements, and strengthening financial literacy and digitalization.
